C6 vintage Hallmark Alpha-bites cookie cutters

Vintage Hallmark Cookie Cutter Set ALPHA BITES. Complete alphabet of 1.5" Letters.  it says there are 28 cutters. but I count only 27 but the l has an apostrophe with it, maybe making 28. see photos please
